vscode / publish-to-open-vsx

Requires 15min setup. Once setup it's a simple login then drag .vsix to upload work
Setup
- Following https://github.com/EclipseFdn/open-vsx.org/wiki/Publishing-Extensions
- In short
  - prepare a Github account for publishing
  - Use that github account to register Eclipse foundation and sign some agreement
  - Use the same github account to login to open-vsx
  - Upload .vsix extension package generated by vsce tool referring to vscode/publish-to-azure-marketplace
